The goal, of course, is a good one - to defeat the bureaucracy, to give domestic entrepreneurship the opportunity to conduct business in absolutely honest and unbiased conditions, to simplify as much as possible all the attendant and wasteful procedures.
The program provides for the introduction of multiple steps, and one of them is the transition to electronic workbooks.
Why do we need electronic workbooks?
To wander between the places of work with these chubby talmudikas, each time to beg them in the personnel department or in the accounting department to make a photocopy for processing some papers, God forbid to restore after the loss, etc.- pleasure is rather dubious.
Yes, and from the point of view of the enterprises themselves, to provide, according to the law, a protected place for keeping workbooks (now, perhaps, the owners of enterprises with thousands of employees in the staff read these lines with special understanding), pay for the labor of personnel managers and accountants who should keep records of all this and making the appropriate entries - everything is not just archaism.
These are already some kind of archaeological excavations against the background of the Internet web that has entangled the whole world, advanced technologies of informatization and the consolidation of useful software.
Well, the news itself has been walking among the masses for perhaps ten years already. But, seriously at the top, they started talking about it only at the beginning of 2017, to which the state Sberbank reacted sensitively, but more detailed about this will be a little further.
Now they are actively working on the norms of the relevant law, and they are going to adopt it, according to some information, at the end of 2018, so that from the beginning of 2019 this concept will be widely used, and according to others, this package will get to the Duma no earlier than the first half of the next of the year. And then wait for the implementation of its norms is not earlier than 2020.

New employment records of citizens will automatically constitute an electronic database of information about the work activities of Russians, the basis of which will be, in fact, everything that is constantly being fed into the information system of the Pension Fund by employers personified for each employee.
From the time they are introduced, the Labor Ministry argues, enterprises will have to submit the same familiar form of the report, but with the addition of some graphs, in which, as expected, information specific to the employment record will be reflected.
The result will be, firstly, the lack of the need for enterprises to deal with all the paperwork and perplex security measures in working with this labor documentation for their employees, and the workers themselves will not need to receive data from these books each time.
Now to all information from this area, officials, bank employees and other interested persons will have access to the online mode from the relevant databases.They say that in addition to them, a partial transition to electronic labor contracts will take place at the same time, either partially at will, or a full transition, but this moment has not yet received any specifics.
What about the adoption of the law?
In fact, the entire package of documents regulating innovation has already been developed by the Ministry of Economic Development and Trade in tandem with the Ministry of Labor, but since the amount of legislation, clarifications and other things in it is quite impressive, it will take too much time to discuss, adjust and revise them.
That is why the Government is not just not ready to give the exact date of the start of the project, but they do not even predict at least approximate time limits for this.
Approbation of innovations
Sberbank under the patronage of the Ministry of Labor first tried to go on an experimental basis to electronic workbooks. The office of Maxim Topilin considered that this is a great platform both in its scale and in terms of richness and diversity, in order to thoroughly break in and test in practice all the norms of the law preparing for adoption.
This process, according to German Gref, is slow and difficult,as it is really not easy to switch to the bank of its size for electronic personnel document circulation, but they are actively working on it now and plan to regularly inform the public about the first results.
Sberbank can be understood: the financial costs of maintaining labor books are enormous, and it is simply necessary for the bank to get rid of them in the current crisis. Not to mention personnel freedom, because after reprofiling specialists can be directed to other, more useful and profitable areas.
Positive experience of Western countries
In fact, Russia is not, of course, a pioneer in the transition to electronic workbooks. In Italy, the information system for recording the labor biography of citizens has been conducted since 1997 In Slovenia, no one bothered with a separate database, transferring absolutely all of the paraffin data of the pension fund.
In Germany, Austria and France, the system is generally distinguished by the fact that the so-called. the labor card is in the personal user of the employee himself, and he chooses whether to present it for making records of admission / dismissal or not.
The Spanish system is the closest to the one that they intend to install for the Russians - it not only reflects the working life of a person, but also all of his tax deductions, and the data is shared by a citizen, the State Social Insurance Fund and the Ministry of Labor.
But in the States, for example, there is no analogue of recording data on an employment biography at all. There is a tax base, there are pension funds, the contributions to which are managed and completely disposed of by the Americans themselves, and when applying for a job they only need resumes, certificates of education and recommendations from previous places.
